Katherine “Katie” Arrington currently is the Chief Information Security Officer, CISO(A) to the Assistant Secretary of Defense for Acquisition, ASD(A). In this position, she serves as the central hub and integrator within the Office of the Under Secretary of Defense for Acquisition and Sustainment, OUSD(A&S), to align acquisition cyber strategy.

As the CISO (A), Ms. Arrington is responsible to ensure the incorporation of integrated security/cyber efforts within USD(A&S) with the purpose of providing a focused and streamlined governance approach and to provide a central coordination point and common compliance standard that serves to synchronize the various existing disparate cyber security efforts and standards across the Department and Industry as it relates to A&S equities.

Ms. Arrington is leading efforts that will help to ensure a robust Supply Chain Risk Management (SCRM), establish Defense Industrial Base Security and Resilience, and establish a common standard in Cyber Security Standards. She also meets with key Cyber personnel (across both DoD and Federal Agencies) as well as legislators to ensure that changes made in the National Defense Authorization Act (NDAA) are supportive in reaching the goals of decreased spending and increased compliance with current and future standards.

Before assuming her position in OUSD(A&S), Ms. Arrington had an extensive career as a legislator and senior cyber executive. Ms. Arrington was a candidate for South Carolina US House of Representative 2018 and a South Carolina State Representative for 2 terms. She has substantial experience and capabilities in cyber strategy, policy, enablement and implementation across a wide range of domains, including DoD, Federal, Healthcare and State. She acquired her experience in cyber over the past 15 years with Booz Allen Hamilton, Centuria Corporation and Dispersive Networks. This has given her the unique experience of working at a large business, small business and non-traditional contractor for the government. She attended Canisius College in Buffalo, NY.

He was named to this role in March 2017 and is responsible for protecting the Postal Service — its employees, customers, critical infrastructure, and information systems — against digital threats. Greg leads a team of information security professionals in defining and executing the Postal Service’s information security strategy, as well as educating stakeholders and the public about the information security mission. Brandon Iske serves as the Chief Engineer for the ID2 Security Enablers Portfolio that includes Public Key Infrastructure (PKI), Identity Credential Access Management (ICAM), Zero Trust (ZT) Architecture, and Software Defined Enterprise (SDE) for the Defense Information Systems Agency (DISA).

He started his career at DISA through the agency’s recent graduates intern program. From 2010 through 2013, he was with the Endpoint/Enclave Defense team on the Host Based Security System (HBSS) program as the release manager, moving up to the lead engineer. In fall of 2013, he helped initiate the agency’s Mobility program as the unclassified Mobile Device Management (MDM) lead, helping to grow the service in stable and scalable fashion to over 50,000 managed devices. He was promoted in early 2016 and became the DoD Mobility Unclassified Capability (DMUC) program lead, which oversaw unclassified mobile capabilities to include DMUC’s implementation of derived credentials. In early 2017, he was selected to join the Cyber Directorate’s Innovation cell, focused on assured identity. He led Purebred, DoD’s mobile derived credential solution, as well as future efforts focused on mobile multifactor authentication and mobile device key attestation. Starting in late 2018 through 2020, he led the initial planning, acquisition, and execution of DISA’s support to DoD enterprise ICAM capabilities for authentication services and account lifecycle management.

He graduated from the University of Nebraska at Omaha with a Bachelor’s Degree in Computer Science. He
is a National Science Foundation CyberCorps Scholarship for Service Alumnus.

Mr. Konieczny would go on to serve as a project manager, business unit manager, Chief Scientist and Chief Technology Officer. He has managed more than 20 significant government sector programs involving multiple large and small business subcontractors and academic institutions in areas of Army and Navy manpower, logistics, force structure, undersea warfare, real time statistical analysis, biometric authentication, enterprise architecture, work flow management and simulation and modeling.

Prior to his current assignment, Mr. Konieczny was employed for 10 years with AT&T Government Solutions professional services business unit. He served as the CIO, CTO and Executive Director for Operations where he managed internal research and development efforts; multi-location infrastructure management and upgrade; process improvement and standardization; support organization coordination; and development of technical solutions for a wide spectrum of projects within the government sector.

As a reporter, George examined the earnings of two non-profit hospital systems, felony charges filed against a local sheriff, predatory paving companies, a health benefits backlog for local veterans, and a series of cold-case murder investigations. He received an honorable mention for Best TV Reporter in the 2011 Tennessee AP Broadcast awards and won a Best Investigative Reporting award from Media General in 2010.

George joined DC’s ABC affiliate WJLA-TV in 2012 to produce Capital Insider, which won him an Emmy award. One year later, he developed and recorded the pilot episode of Government Matters – a program about the business of government. It debuted as a weekly show on Sunday, August 4th of 2013. George led Government Matters through September of 2020, expanded its reach to a daily worldwide audience, and produced its first feature-length documentary “The Dawn of Generation AI.”

George is from Toledo, Ohio. He lives with his wife, twin daughters, and a pair of rescue dogs in Northern Virginia.

After retiring from the Air Force, he became a government civilian at US Pacific Command (PACOM) where he led a technical team responsible for promoting optimal functionality across collaboration software, information management, knowledge management, and emerging technologies for the US Navy. He also deployed to Iraq with the Army where he was the advisor to the Iraqi Ministry of Defense (I-MoD) Chief Information Officer (CIO). Following his deployment in Iraq, he supported Operation Tomodachi and led the design and development of collaboration solutions for the U.S. Forces and Japan, working with Google, local Japanese, and the Joint Task Force.

In the federal government contracting industry, Mr. Matney began at URS/AECOM as a Program Manager of the Unmanned Aerial Squadron Operations Center Support (UASOCS) contract, which is the IT support contract for the Air Force’s Predator/Reaper program. He later went on to GDIT (formerly CSRA, SRA) where he was the Chief Architect for the Defense Division, directly contributing to the successful capture of new business. He then went onto Engility to lead their corporate technology and innovation organization. After the SAIC acquisition of Engility, he led their enterprise solutions architect team and established a corporate-wide Solution Development Process.

Mr. Matney is currently working on his Doctorate in Computer Science and holds a Master of Science in Management (Information Technology) from Colorado Technical University and Bachelor of Science in Computer Studies from the University of Maryland Global Campus.
